What divides the parties on this issue

On security, the dividing line was drawn on the floor of the Chamber between September and November 2024. The Morena, PT and PVEM groups passed, without a single dissenting vote, the amendment that moved the National Guard into the Defense Ministry and the one that lengthened the list of crimes carrying automatic pretrial jail; all three now strongly disagree with undoing them. The PAN, PRI and Movimiento Ciudadano benches voted no, and SOMOS, registered since July 2026, wants both reversed. On these two questions the sourced answers run from 1 to 5.

The nuances lie within the opposition. On pretrial detention, the PAN and Movimiento Ciudadano stop one step short of the top: they opposed the 2024 expansion, yet in 2025 they supported, in the general vote, a second reform that stretched it further. The PRI voted no both times and also sits at 4, because its platform proposes regulating the measure, not abolishing it. Only SOMOS reaches 5, seeking to strike from Article 19 the paragraph that imposes it automatically. PAZ, just as new, sides with the opposition here and asks for each arrest to be reviewed on its own.

Military management of airports, trains and customs is the question with the thinnest paper trail. The disagreement of Morena and the PVEM is estimated, as is the intermediate position of PAZ; the PT relies on a 2021 answer in which its leader leaned toward giving the army more tasks. Movimiento Ciudadano and SOMOS put in writing that those functions should return to civilians; the PAN and the PRI speak of a gradual return of the military to its core duties, without naming those facilities.

Camera surveillance and artificial intelligence break up the blocs: nobody opposes them. The keenest is the PVEM, which explicitly calls for facial recognition cameras to get ahead of crime (the PAN mentions them, but for solving cases). Movimiento Ciudadano parts from the PAN and the PRI and agrees, as do Morena, the PT and PAZ; the PAN, the PRI and SOMOS sit in the middle: they propose technology, but the first two voted against the 2025 intelligence law and SOMOS wants an end to government spying. Four of the theme's 32 positions are estimated.

1. The National Guard should return to civilian command, outside the Ministry of Defense.

The National Guard was created in 2019 as a security force. A constitutional amendment passed by the Chamber in September 2024 placed it under the Ministry of National Defense.

2. Pretrial detention should always be decided by a judge, case by case, and not applied automatically depending on the offence.

Pretrial detention keeps an accused person in prison while the trial lasts. Article 19 of the Constitution lists offences for which it applies automatically; in November 2024 the Chamber of Deputies passed a constitutional amendment extending that list.
