What divides the parties on this issue

On matters of conscience, the Chamber's opposition stops being a bloc. The PAN and Movimiento Ciudadano both have sources on four of this theme's six questions, and on three of them they sit on opposite sides: abortion, marijuana and euthanasia. The PAN's program rejects abortion and euthanasia in the name of life from conception to natural death, and opposes legalizing drugs, though it respects medical cannabis. Movimiento Ciudadano wants the public health system to guarantee pregnancy termination, to regulate cannabis for adult use as well, and to legalize euthanasia, as its Mexico City lawmakers proposed in 2024.

SOMOS stays very close to Movimiento Ciudadano and outdoes it on one point: it is the only party that calls in writing for adoption by same-sex couples, and it also wants abortion legal nationwide before 12 weeks. The PRI, by contrast, lands close to Morena and the PT on several questions: its declaration of principles says women should not be criminalized for exercising reproductive rights and that sexual diversity must not lead to discrimination, and in 2021 its leader leaned toward legalizing the marijuana trade, as the PT's did.

There are differences within the coalition too: on marijuana, the keenest to end prohibition is not Morena, which only proposes opening a debate, but the PVEM, whose platform calls for legalizing and regulating the drug market. PAZ, its positions still provisional, disagrees with legalizing abortion nationwide, and has a source for it: in a 2026 interview its legal representative granted that abortion is a right where the law recognizes it, but said the party will keep pushing pro-life initiatives.

The internet question brings the opposition back together: no party wants a government agency able to order content taken down. The PAN demands total freedom of expression, and the PRI, Movimiento Ciudadano and SOMOS also disagree; Morena, the PT and the PVEM stay in the middle, after the article allowing platforms to be blocked was struck from the 2025 telecommunications law. In absolute terms this theme has the most estimated positions, 18 of 48: five of PAZ's six, four of the PVEM's and three of the PT's. On euthanasia and on the rights of trans people, most parties have no text of their own.

1. Abortion should be legal nationwide during the first 12 weeks of pregnancy.

Each state regulates abortion in its criminal code: in some it is legal up to 12 weeks, in others only in cases such as rape. In 2023 the Supreme Court ruled that punishing it under the Federal Criminal Code is unconstitutional.

2. Same-sex couples should be able to adopt on the same terms as other couples.

Same-sex marriage is legal in all 32 states. Adoption is regulated by each state; the Supreme Court has ruled that denying it because of a couple's sexual orientation is discriminatory.

3. The sale of marijuana for adult use should remain prohibited.

In 2021 the Supreme Court ruled that banning personal recreational use of marijuana, with a permit from Cofepris, is unconstitutional, but selling it remains illegal: no law regulates its sale.

4. Trans people should be able to change their name and sex on their official documents through an administrative procedure.

In Mexico City and several states, a procedure at the civil registry is enough to change one's name and sex on the birth certificate; in others it requires going to court.

5. Euthanasia should be legal for terminally ill patients who request it.

Euthanasia is a crime in Mexico. Mexico City and several states have advance directive laws, which allow patients to refuse treatment that only prolongs life, but not to ask for help to die.
