In brief

How do Morena and MC differ?

Morena and Movimiento Ciudadano split almost into thirds: of 35 sourced statements, 12 agreements, 12 clashes and 11 with one of them in the middle. Their answers are 1.80 points apart on average.

They are most alike on rights and freedoms. Both support legal abortion up to week 12, Movimiento Ciudadano more strongly: its program wants public health services to guarantee it. Both accept adoption by same-sex couples, and both want trans people to be able to correct their name and sex with an administrative filing; Movimiento Ciudadano frames it as gender self-determination, and Morena by criticizing how cumbersome that paperwork is today for LGBTIQ+ people. To that list they add the nepotism ban as early as 2027, which Movimiento Ciudadano's floor leader demanded in 2025, removing lawmakers' immunity, environmental taxes, the minimum wage and universal social programs, which Movimiento Ciudadano voted to enshrine in the Constitution in 2024.

The third made up of clashes is another story. Seven disagreements run from one end of the scale to the other, and all of them stem from Chamber votes in which Morena supplied the votes and Movimiento Ciudadano opposed, from judicial elections to abolishing the INAI and Cofece. The loneliest case is tariffs: in December 2025, no other group joined Movimiento Ciudadano in voting against making imports from countries without a trade treaty more expensive, against 225 votes in favor from Morena; its platform defends free trade. On vapes the gap is smaller: Morena voted for the ban 224 to 0, and Movimiento Ciudadano voted against both the 2024 constitutional reform and the 2025 law, but both texts covered other matters, so its position is disagreement, short of the maximum.

Energy is the topic of nuance: on four of its five statements, one of the two sits in the middle. Movimiento Ciudadano voted in 2024 against giving Pemex and the CFE constitutional priority, but in 2025 supported their laws overall, which places it in the middle against Morena's full rejection of private firms competing on equal terms. Fracking works the other way: its floor leader filed a bill in April 2026 to ban it in the Constitution, after the government announced studies on unconventional gas, while Morena does not take sides. On mining, Morena rules out new licenses and Movimiento Ciudadano only proposes adding to the bans already in the law areas with fragile ecosystems or where biodiversity would be irreversibly lost.

On taxes, Movimiento Ciudadano strongly favors taxing accumulated wealth, and Morena takes the midpoint: in the president's words the idea deserves study, though her administration has no plans for it at present. Ten statements are excluded because a position is estimated, three of them on education. Two of the others concern how institutions are designed: taking the military out of airports, trains and customs, and limiting overrepresentation in the Chamber. Movimiento Ciudadano is on record strongly in favor of both, but Morena's position is estimated, so they are not compared.

The tiebreaker questions add three gaps of two points or more. For unproductive inheritances, Movimiento Ciudadano calls for a tax that the president has ruled out; it also opposed the parts of the 40-hour week reform lacking two guaranteed days off; and it voted against the 2024 reform, backed by Morena, that expressly forbids amparo rulings against a law from benefiting everyone.

This summary is based on the parties’ documented positions on the test statements; the reasoning behind each position, and its source where there is one, is on each party’s page. Updated 25/10/2026.
