What does Partido Acción Nacional propose?

The National Action Party (PAN) was founded in 1939 and governed the country from 2000 to 2012. Its founding documents draw on political humanism; the press places it on the center-right. Jorge Romero Herrera has chaired it since November 2024. In 2024, in coalition with the PRI and the PRD, it won 10 million votes for the Chamber of Deputies, 17.56% of the valid vote. In October 2026 it held 69 seats, the second-largest group.

It is in opposition. In 2025 it announced it was ending its alliances, but in September 2026 it opened the door to state-level coalitions; it has announced none for the federal Chamber. It voted against the judicial reform, against placing the National Guard under the Defense Ministry and against the 2025 energy laws. Its platform promotes private investment in oil and gas, and its program of action rejects abortion.

PAN has a position on 45 of the 45 test questions, across 12 topics: 25 in favor, 5 in between and 15 against. Of these, 40 are based on a linked document and 5 are estimated. Take the test to find out how well you match PAN.

Reading the positions of PAN

Most parties stand out above all for how they view the judicial reform. Not the PAN: what sets it furthest apart is "Rights and freedoms," at 2.05 points, a trait it shares only with the PAZ party. Its program of action defends life from conception to natural death, which is why no other party rejects as firmly both legal abortion up to week 12 and euthanasia, though its platform offers universal palliative care. It is also the only one fully against letting a government office order content removed from the internet: its program calls for free speech without state filters, and its caucus voted against the 2025 telecommunications law. On marijuana it is more nuanced: it does not want legalization, but accepts medical use, and its platform calls for an international debate on prohibitionism. Its positions on adoption by same-sex couples and on trans people's paperwork are estimated.

A market economy is another hallmark. On eight statements the PAN alone occupies one end of the scale; one concerns the economy and another energy. It flatly rejects a yearly wealth tax, since its program does not want to tax savings, wealth or inheritance, and it is the only party fully in favor of private firms competing with Pemex and the CFE at no disadvantage; in 2025 it voted against the laws giving the CFE priority. With Movimiento Ciudadano, it alone accepts spending less to bring debt down. It would also be the only party open to fracking, but that position is estimated: its platform promotes oil and gas without naming the technique.

Farming adds another oddity. "Water, farming and indigenous peoples" sits 1.75 points from the average because the PAN is the only party that does not want to keep the ban on planting GM maize, which its caucus voted against in 2025, and, alongside the PRI, it alone defends selling or bequeathing water concessions: one of its deputies faulted the General Water Law for not protecting the right to inherit a well. Its platform, by contrast, proposes a law on prior consultation of indigenous peoples.

With the PRI, its partner in 2021 and 2024, the resemblance is strong but not complete. Of the 36 statements with a source for both, they share a side on 27 and oppose each other on 5; the widest gaps are immunity, GM maize and abortion. Immunity is the sharpest contrast: its leader Jorge Romero wrote in 2025 that the party wants to abolish it, a stance no other party backs as strongly, while the PRI is against. On justice (1.95 points) it answers like the PRI, Movimiento Ciudadano and SOMOS: its caucus voted against the judicial election, the amparo changes and shielding constitutional amendments. And on one point it agrees with Morena: nobody else wants proportional-representation deputies elected at the polls.

No party gives fewer half-way answers: only 5 of its 45 are intermediate, against 25 in agreement and 15 in disagreement; 16 are at the extremes and 5 are estimated. Its theme closest to the average is "United States, trade and migration" (0.48 points), where its platform puts Washington and Ottawa first. The PRI is its closest match (79%); the governing bloc, its most distant: Morena and the PVEM (49%) and the PT (48%).
