Party comparison
PAN vs PAZ: how alike are they?
We compare the documented positions of Partido Acción Nacional and Partido PAZ on the 45 questions in the test, issue by issue.
In brief
How do PAN and PAZ differ?
Only 11 statements in the test have sources for both the PAN and the PAZ party, and on none of them do they take opposite sides. The base is narrow because PAZ was registered in June 2026, brings together leaders of the former Social Encounter Party (PES) and, until it presents its 2027 platform, has a documented position on only 12 of the 45 statements. The PAN, founded in 1939 and with a group in the Chamber, has one on 40.
The six agreements pit the PAN's votes and programs against PAZ's documents. Both want a judge to examine each case before ordering pretrial detention: the PAN voted in 2024 against widening the list of offenses that trigger it automatically, and PAZ asks to replace such measures by looking at each detainee's situation. Both defend autonomous bodies, the PAN more firmly (5 against 4) and with its 2024 vote against abolishing them; PAZ wants audit bodies to have their own budgets, plus effective competition laws. And both distrust centralized delivery of social programs: the PAN out of subsidiarity and to prevent patronage, PAZ because it wants community-built policy and a social program in each state.
On the environment PAZ goes a step further: it wants to tax the heaviest polluters progressively and spend the money on climate action (5), while the PAN's program asks for prices to reflect environmental costs, without naming specific taxes (4). On renewables they are level (4): the PAN plans to decarbonize electricity by 2030 without giving up gas, and PAZ offers tax incentives for clean technology. The sixth is abortion, with nuances: the PAN rejects it in its program (1), and PAZ's legal representative, Armando González Escoto, said in July 2026 that it must be respected wherever the law allows it, although the party will keep pushing initiatives to protect life (2).
On the other five, one of the two answers 3. The widest gap, two points, is on GM corn: the PAN group voted in 2025 against a constitutional ban (1), and PAZ wants its biosafety studied without asking for a ban or for approval (3). On social policy PAZ leans more toward universality, with a basic welfare floor for everyone (2), while the PAN mixes programs meant “above all” for the disadvantaged with its 2024 vote, in general terms, for universal ones (3). On pensions, PAZ wants to rebuild the system with national bonds without saying what happens to the Afores (3), and the PAN defends individual accounts (2). PAZ relies more on data analysis against crime (4 against 3), and the PAN on indigenous consultation with prior consent (4 against 3).
Left out of the count are 34 statements: 33 because of an estimated PAZ position, and the remaining one, guaranteed grain prices, because of an estimated PAN position, while PAZ does have a source (it asks for funds to balance the sale of staple goods). Five topics have not a single comparable statement: justice, elections, the economy, education and relations with the United States. So neither the judicial election nor the National Guard counts here, where the PAN has votes and PAZ only estimated positions.
PAZ has sources on five of the fifteen tiebreaker questions, and the PAN on four of those five. Two of them open a gap of two points or more. One is pacification: PAZ speaks of national reconciliation and alternative ways to commute sentences (4), and the PAN warns that peace cannot mean a State surrendering to crime, without proposing lighter sentences (2). The other is about taxes: PAZ wants progressive income tax rates on interest and dividends (5), and the PAN wants lower taxes and no levies on savings (2).
This summary is based on the parties’ documented positions on the test statements; the reasoning behind each position, and its source where there is one, is on each party’s page. Updated 25/10/2026.
